The Inauguration of the Underground School

On April 24, 2025, Minister of State for European Affairs and Defence, Thomas Byrne, visited Odesa to officially open the newly constructed underground school shelter. This project, co-funded by Ireland, Lithuania, and the European Commission, is the first of six planned shelters aimed at ensuring the continuity of education for Ukrainian children during times of war. Minister Byrne emphasized the significance of this endeavor, stating, “It is an outrage that we need to build underground shelters for school children in Ukraine. But these shelters have become a necessity, as a direct result of Russia’s illegal and unjustified full-scale invasion.”

Ensuring Safety and Continuity in Education

The underground school bunker in Odesa is designed to withstand missile attacks, providing a secure environment for students and teachers. Equipped with modern facilities, the shelter enables uninterrupted learning, a critical aspect of normalcy for children in conflict zones. The Ukrainian government’s initiative to construct such shelters reflects a broader commitment to protecting the right to education, even amidst adversity.

Irish Ongoing Support for Ukraine

Ireland’s contribution to the underground school project is part of a larger €36 million support package aimed at assisting Ukraine and its neighboring countries affected by the war. This aid encompasses various sectors, including humanitarian assistance, healthcare, and education, demonstrating Ireland’s comprehensive approach to supporting Ukraine during this crisis.

The Broader Impact of Underground Schools

The establishment of underground schools in Ukraine serves as a model for other conflict-affected regions, illustrating how innovative solutions can ensure the continuity of education. By providing safe learning spaces, these shelters not only protect children physically but also offer psychological stability, fostering resilience and hope for a better future.
