In recent months, Penneys has initiated recalls of several children’s products due to serious safety concerns, including choking hazards and exposure to harmful chemicals. Choking Hazards Prompt Plush Bag Recall

In December 2024, Penneys recalled two plush bags—the DTR Plush Bag Stitch (model 2056301) and the Plush Bag Angel (model 9270801)—after identifying a choking risk. The issue stemmed from the potential detachment of the zip puller, which could pose a choking and ingestion hazard to children. Approximately 1,519 affected products were sold in the Republic of Ireland. Consumers were advised to discontinue use immediately and keep the items out of children’s reach. Penneys offered full refunds for returned products, emphasizing their commitment to customer safety.​

Chemical Exposure Concerns Lead to Highlighter Recall

In March 2025, Penneys issued a recall for the Primark DTR Stitch SL 4pk Scented Highlighters due to chemical safety concerns. The Competition and Consumer Protection Commission (CCPC) reported that the highlighters contained phthalates exceeding permitted limits in the tip of the lid. Exposure to phthalates can harm children’s health by potentially damaging their reproductive systems. Approximately 3,356 affected products were sold in the Republic of Ireland between May 2024 and January 2025. Consumers were urged to discontinue use immediately and return the items to any Penneys store for a full refund.​

Industry-Wide Safety Concerns

Penneys’ recalls are part of a broader pattern of product safety issues affecting various retailers. For instance, in March 2025, L’Oreal recalled its La Roche-Posay Effaclar Duo acne treatment due to concerns about benzene, a known carcinogen, potentially forming in the product. This recall highlighted the ongoing challenges in ensuring product safety across different industries.
