Ryanair passengers are being reminded to stay on top of strict hand luggage rules as the airline continues to enforce its long-standing baggage policy with no major changes announced so far in 2025.

However, new developments regarding digital boarding passes and punctuality penalties are also coming into play, and travellers are advised to take note before jetting off this year.

What Are the Current Hand Luggage Rules?

Ryanair’s current cabin bag policy, which has been in place since late 2018, remains in full effect:

• Standard passengers (non-priority) are allowed one small personal bag measuring up to 40 x 20 x 25 cm, which must fit under the seat in front.
• Priority & 2 Cabin Bags option allows:
  • One small personal bag (same size as above)
  • One 10kg cabin bag with maximum dimensions of 55 x 40 x 20 cm
  • Priority boarding access
• 10kg Check-in Bag: For non-priority passengers, a 10kg bag can be added as checked luggage for an additional fee.

These rules are strictly enforced at boarding gates, and passengers who fail to comply risk on-the-spot charges of up to €70 to have their bag placed in the hold.

Digital-Only Boarding Passes Coming in 2025

A key change for Ryanair passengers this year is the phasing out of paper boarding passes. From 3 November 2025, all passengers will be required to use Ryanair’s mobile app to access and present their boarding passes.

The move is part of the airline’s push for digital efficiency and sustainability, but it also means:

• Travellers must download the Ryanair app ahead of travel.
• Those without a compatible smartphone may need to seek alternatives or assistance at the airport (which could involve delays or additional steps).

Starting in May 2025, Ryanair is also tightening its punctuality policy. Any passenger who:

• Arrives late at the boarding gate
• Misses the check-in deadline

… may be subject to penalties of up to €120. The airline is cracking down on delays, aiming to improve on-time performance and reduce turnaround times at airports.
