A 44-year-old foreign national woman has pleaded guilty to orchestrating a fraudulent scheme that involved persuading a Cork man to falsely claim paternity of her child. This deception enabled her to obtain an Irish passport for the child, secure work rights, and ultimately achieve citizenship for herself and her family. The case, which has raised serious concerns about the integrity of Ireland’s birth registration and passport systems, is currently pending sentencing following the completion of psychiatric evaluations.

The Fraudulent Acts Detailed

The woman, whose identity is withheld to protect her child under the Children’s Act, admitted to four charges: one count of providing false information to the Civil Registration Office in 2009, and three counts of submitting false information in passport applications in 2009, 2012, and 2017. She falsely declared that an Irish man was the biological father of her child, facilitating the issuance of an Irish birth certificate and subsequent passport for the child. This man has also pleaded guilty to his involvement in the deception.

Immigration Advantages Gained

Detective Sergeant Keith Cleary of the Garda National Immigration Bureau testified that the fraudulent passport allowed the woman to gain significant immigration advantages. She was able to apply for Irish passports for herself and her other children, all born in Ireland, and access various social welfare entitlements. The State contends that these offenses have called into question the integrity of both the Irish birth certificate registration system and the Irish passport system.

Legal Proceedings and Sentencing

The woman’s case has been adjourned multiple times to allow for the preparation of psychiatric and probation reports. Her defense counsel, Marjorie Farrelly SC, indicated that her client is under the care of a consultant psychiatrist. The court has scheduled sentencing for May 8, pending the completion of these reports.
