Gardaí Investigate Viral Horse Cruelty Video After Searching Farmland in Co Tipperary
A distressing video circulating online has prompted a Garda investigation into alleged animal cruelty in Clonmel, County Tipperary. The footage, reportedly filmed on Sunday, May 11, 2025, depicts two teenagers aggressively whipping a horse while it pulls a sulky cart. The horse appears visibly distressed, recoiling from the blows. Another pony and cart can be seen ahead, with a third individual also whipping the animal.

Gardaí and ISPCA Conduct Farmland Search
In response to the video, Gardaí, accompanied by inspectors from the Irish Society for the Prevention of Cruelty to Animals (ISPCA), conducted a search of several acres of farmland in the Clonmel area on Tuesday, May 13. All animals present were inspected, and no offences under the Animal Welfare Act were identified during the search. However, Gardaí have confirmed that enquiries are ongoing to verify the video’s details and context.

Community and Animal Welfare Groups React
The video has elicited strong reactions from animal welfare organizations and the local community. My Lovely Horse Rescue, an animal welfare group, expressed being “heartbroken and horrified” by the footage. They emphasized that such incidents are not isolated and called for immediate action, urging the public to report any information or evidence related to animal abuse.
Independent Tipperary Councillor Liam Browne condemned the actions depicted in the video, stating, “There is no excuse for it, and personally if an investigation concludes an animal has been harmed, it should be taken, and those involved should never be allowed own or have animals again.”

Legal Framework and Potential Consequences
Under the Animal Health and Welfare Act 2013, individuals found guilty of animal cruelty in Ireland can face fines up to €250,000 and/or imprisonment for up to five years. The Control of Horses Act 1996 also provides regulations concerning the control and welfare of horses. These laws underscore the seriousness with which animal welfare is treated in the country.

Gardaí have appealed to the public for any information that could assist in their investigation. They are particularly interested in verifying the accuracy of the video’s time and date and identifying the individuals involved.
