As of April 2025, Ireland faced an unprecedented backlog of approximately 100,000 learner drivers awaiting their driving tests, with average waiting times stretching to 27 weeks. This delay has significantly impacted individuals relying on driving licenses for employment, education, and caregiving responsibilities.

RSA’s Comprehensive Action Plan

In response, the Road Safety Authority (RSA) has unveiled a strategic plan to reduce waiting times to 10 weeks by September 2025. Key components include:

  • Expansion of Test Centres: Opening new centres in Dublin South, Naas, and Drogheda, increasing the total to 60 nationwide.
  • Extended Operating Hours: Tests will now be conducted from 7:25 AM to 7:00 PM, including evenings, Saturdays, and bank holidays.
  • Accelerated Tester Training: Implementing revised training models to expedite the deployment of new testers.
  • Targeted Booking Interventions: Manual adjustments in the booking system to prioritize areas with the highest demand.

Commitment to Quality and Transparency

Despite the urgency, the RSA emphasizes maintaining the quality of tester training. Chief Executive Sam Waide stated, “We know how frustrating and disruptive these delays are… Our team has developed a focused, projection-based plan to improve availability and reduce wait times.”

Public Cooperation Encouraged

The RSA urges applicants to:

  • Cancel Unattended Appointments: Over 4,000 tests were missed this year due to no-shows or unroadworthy vehicles.
  • Ensure Vehicle Compliance: Valid NCT, tax, and insurance are mandatory for test eligibility.

Projected Timeline for Improvement

The RSA projects a gradual reduction in waiting times:

  • 22 weeks by end of May
  • 17 weeks by end of July
  • 12 weeks by end of August
  • 10 weeks by end of September

The RSA’s multifaceted approach aims to alleviate the driving test backlog efficiently while upholding training standards. Public cooperation and adherence to guidelines will be pivotal in achieving these targets and restoring timely access to driving tests across Ireland.
